PLAINTIFFS' MOTION FOR IMMEDIATE RESPONSE RE STUDY REQUEST (Oral Argument Requested)

Plaintiffs ask that the court order defendants to make an immediate final decision on their study request or, in the alternative, rule that defendants' delay constitutes a final agency action denying that request. Plaintiffs also ask that if the court rules that this is a denial, the court lift the stay to permit plaintiffs to seek review of that denial.
